Manila’s metro challenge has secured a 3rd mortgage from Japan’s worldwide improvement fund, this time borrowing $1bn for the 33km city rail challenge. 

The Philippines Division of Finance will handle the funds, which have been agreed with Japan’s Worldwide Cooperation Company (Jica). The entire agreed Jica funding to the Filipino challenge now stands at $3.3bn with two additional borrowing preparations beneath dialogue.
